About the Course
This unique course provides an in-depth focus on both the criminal and internal representation of law enforcement officers involved in shooting incidents, as well as the civil liability issues that follow officer-involved shootings. Participants will gain practical knowledge of the rights of officers, the duties of investigators, and the critical procedures that unfold when an officer or witness becomes involved in a line-of-duty shooting resulting in death or injury. Through real-world case studies and expert-led discussion, the course examines the legal, administrative, and psychological aspects officers and witnesses may encounter in the aftermath of a shooting. Key topics include the roles of supervisors and agency heads, criminal and civil liability, voluntary statements, memory loss and critical incident amnesia, fitness-for-duty evaluations, and best practices in policy development. Attendees will also explore mental preparation strategies, recommendations from medical experts, and how to manage the realities of differing opinions during investigations. This program ensures that leaders and practitioners across the justice system are prepared to navigate the complexities of officer-involved shootings with confidence, professionalism, and clarity.

Meet Your Instructor, Expert Name
Mr. Courtemanche is a Florida attorney with over 30 years of legal experience and more than 20 years in law enforcement at the state and local level. He served 15 years as Assistant City Attorney and Police Legal Advisor to the Tallahassee Police Department, and six years as Assistant General Counsel with the Florida Department of Law Enforcement, where he prosecuted disciplinary cases for the Criminal Justice Standards and Training Commission. He also worked as a felony prosecutor for the State Attorney’s Office in Tallahassee. For over two decades, Mr. Courtemanche has taught courses on Internal Affairs and Officer-Involved Shootings, presenting for organizations such as the FDLE Executive Institute, International Association of Chiefs of Police, Savant Learning Systems, Training Force USA, and numerous colleges, police departments, and sheriff’s offices across Florida. He holds degrees from Florida State University and the University of Alabama School of Law.
